What is the Director’s Action Line?

The Department of Human Services…DHS…is responsible for providing and administering publicly-funded human services to Allegheny County residents… particularly for the county’s most vulnerable citizens.

DHS provides a wide range of services…including mental health…drug and alcohol…intellectual disability…aging…child protective services…emergency shelters…food assistance… non-emergency medical transportation and many more.

The Director’s Action Line is available to help you with concerns and complaints or provide information to you about any aspect of the services provide by DHS.

The DAL Specialists are professional…knowledgeable…friendly and will assist and explain procedures to you for getting help.

They will answer your questions or investigate your concerns regarding DHS services…and they will follow-up with you.

There are three ways to contact a DAL Specialist – call, email, or visit

You can call Monday through Friday… 8 a.m. to 5p.m.  People who are deaf or hard of hearing…can call the DAL by using the PA Relay system at …1-800-855-2881…or dial 711. The voice line number is 1-800-862-6783.

You can also send an email to DAL@alleghenycounty.us.

Or you can meet with a DAL Specialist in person…Monday through Friday…8:30 a.m. to 4:30 p.m. at the Human Services Building…One Smithfield Street, Downtown Pittsburgh.

If you need an interpreter please contact us ahead of time to make appointment so that we can be sure an interpreter is available.
